Doctor Brogan C. Bubbles is a puffer fish from SpongeBob's world and a B-List supervillain for Mermaid Man and Barnacle Boy. Mainly known by fans as the creator of The Dirty Bubble, he is a deadly adversary that has the ability to turn anything into bubbles, as well as having bubble-based abilities including force fields, trapping enemies in bubbles, and anything in similar regards. He has been a rarely-encountered enemy for the two superheroes as he created the Dirty Bubble as a means of creating against pollution of the seas, yet it went rogue, and with him going over-budget to where he briefly ruptures his inflation sac trying to stop his lab from being shut down as he believed his experiments could do what nobody could, or will, ever do. When it was taken, he swore revenge, and after being stopped by Mermaid Man and Barnacle Boy, he swore revenge on them as well. He has remained obscured for years, and remains one of the many villains that have not gone into retirement.
